As a result of PHCC’s insistence, qualified tradespeople — not handymen — are now recommended to maintain work quality and safety in projects related to the federal Weatherization Assistance Program (WAP). The final workforce guidelines WAP rule was released by the U.S. Dept. of Energy on March 27, 2013.
