California's Energy Commission has enacted sweeping emergency water efficiency measures. Key plumbing changes include requiring 1.28 gallon per flush water closets, 1 pint urinals, and 1.2-gallon per minute lavatory faucet as maximum consumption devices sold in the state as of Jan. 1, 2016. While PHCC supports water conservation efforts, we do have concerns with this accelerated implementation schedule to convert inventories to new compliant products.
